Responsibility and legal basis

The exam is conducted by the untere Fischereibehörden (lower fisheries authorities) (districts and district-free cities). The higher fisheries authority is the Landesverwaltungsamt Sachsen-Anhalt (unit 409), which runs the state portal for the fishing exam; the question catalogue is issued by the Ministry of Economic Affairs, Tourism, Agriculture and Forestry as the supreme fisheries authority. The legal bases are the Fisheries Act of the State of Saxony-Anhalt (§§ 28, 29, 31) – last amended by the Second Amending Act, in force since 31 March 2026 – and the Fischerprüfungsordnung (fishing exam regulations) of 14 November 1994 as amended by the Third Amending Regulation of 2021.

Written and oral-practical part

The written part comprises 60 questions – 15 from each of the four areas fish biology, tackle, water science and fisheries law – each with three answers, in two hours; pass from 45 correct answers. No minimum per area is published. This is followed by an oral-practical exam: conduct when fishing, handling of fishing tackle, questions on fisheries law and related areas of law, and the dispatching and handling of caught fish. For the non-predatory fish exam (Friedfischfischerprüfung, angling for non-predatory fish) there is an oral examination interview.

Mandatory course, age, fees

A preparatory course of 30 hours is mandatory: 22 hours of theory, which can also be completed online with approved providers, plus an 8-hour practical day in person. Since 31 March 2026 the minimum age for the fishing exam and the fishing licence has been 12 years (previously 14); the youth fishing exam has been abolished, and the non-predatory fish licence (Friedfischfischereischein) is available from age 8. The exam costs €60 (under 18: €30), the non-predatory fish exam €55/€25. The fishing licence costs €10 per year, €40 for five years or €150 for life (under 18: €4/year); the fishing levy €6 per year (under 18: €1) or €125 for life.
